Ingredients

  • All-purpose flour – 1 cup (240 ml) (120 grams)
  • Cornstarch – 1/4 cup (60 ml) (30 grams)
  • Baking powder – 1 teaspoon (5 ml) (5 grams)
  • Salt – 1/2 teaspoon (3 ml) (3 grams)
  • Ground black pepper – 1/4 teaspoon (1 ml) (1 gram)
  • Chili powder – 1/4 teaspoon (1 ml) (1 gram)
  • Water – 3/4 cup (180 ml) (180 milliliters)
  • Green onions, finely chopped – 2 (30 grams)
  • Carrot, grated – 1 medium (70 grams)
  • Garlic, minced – 2 cloves (6 grams)
  • Vegetable oil, for frying – 2 cups (480 ml) (480 milliliters)
  • Nuoc Cham Dipping Sauce:
  • Fish sauce – 1/4 cup (60 ml) (60 milliliters)
  • Lime juice – 1/4 cup (60 ml) (60 milliliters)
  • Sugar – 2 tablespoons (30 ml) (25 grams)
  • Water – 2 tablespoons (30 ml) (30 milliliters)
  • Garlic, minced – 1 clove (3 grams)
  • Red chili, finely chopped – 1 (5 grams)
  • Carrot, julienned – 1 small (50 grams)


Instructions

  1. Prepare the Nuoc Cham dipping sauce by combining fish sauce, lime juice, sugar, and water in a small bowl.
  2. Add minced garlic, chopped red chili, and julienned carrot to the sauce.
  3. Stir the sauce until the sugar is completely dissolved and set aside.
  4. In a large mixing bowl, combine all-purpose flour, cornstarch, baking powder, salt, ground black pepper, and chili powder.
  5. Gradually add water to the dry ingredients, stirring to form a smooth batter.
  6. Add the peeled and deveined shrimp to the batter, mixing to coat them evenly.
  7. Fold in the finely chopped green onions, grated carrot, and minced garlic.
  8. Heat vegetable oil in a deep frying pan or pot over medium-high heat until hot.
  9. Carefully drop spoonfuls of the shrimp batter into the hot oil, ensuring not to overcrowd the pan.
  10. Fry the fritters for 3-4 minutes on each side or until golden brown and crispy.
  11. Remove the fritters from the oil and drain on a plate lined with paper towels.
  12. Repeat the frying process with the remaining batter.
  13. Serve the shrimp fritters hot with the prepared Nuoc Cham dipping sauce on the side.
