Instructions
- Cook the elbow macaroni according to package instructions until al dente. Drain and set aside.
- In a large skillet, melt the unsalted butter over medium heat.
- Add the all-purpose flour to the skillet and whisk continuously for about 1 minute to form a roux.
- Gradually pour in the whole milk, whisking constantly until the mixture thickens.
